I thіnk іt јυѕt varies depending οn thе apt./whаt уουr lease entails. Yου саn find ѕοmе apt. thаt allow pets аnd others don’t. I don’t thіnk іt іѕ a matter οf аnу particular law. Unless I аm misunderstanding уουr qυеѕtіοn.
either a landlord will allow the pet or not, now if the pet is needed for medical needs of the person then under the ada a pet will be allowed dis bite the landlord’s no pet agreement
usually this is seeing eye dog etc, but some places now with a doctors note saying the animal is a comfort pet can get around the rules, though this is a new theory not accepted in most places yet

I think it just varies depending on the apt./what your lease entails. You can find some apt. that allow pets and others don’t. I don’t think it is a matter of any particular law. Unless I am misunderstanding your question.
